Captain Ben Link scored a try from a driving maul in the 43rd minute, followed by a try from Rob Bengry seven minutes later, converted by Hodgkins, to give Luctonians a 15-12 lead.
Link secured his second try of the match shortly after, with Hodgkins adding the extras, to extend the Luctonians' lead to 22-12.
The Hornets fought back with a try from Hayden Tuttiet, converted by Elswood, to narrow the deficit to 22-19 with 10 minutes remaining.
Despite late pressure from the Hornets, including a series of penalties that brought them close to the try line, Luctonians held on for the win, aided by a late error from the Hornets that saw a penalty kick sail into touch.
